She's anthropomorphic, she's human like, and therefore possess human-like characteristics. That's why she walks and talks and wears pretty shoes.

Cosmo doesn't even have a brain, or any organs or bones at all since she is a plant (kinda makes her an invertabrate). instead her organs work like many tiny organs and she thinks with the nucleus of each of her cells. Also she absorbs her eaten food ith her mitochondria or makes her own food by using photosynthesis from her chloroplasts in case you were wondering how she eats (like all plants do). So how could the tracking device be on her brain if she doesn't have one? Well, apparently, she does have one, genius. Don't mean to get personal, but you can't say she doesn't have a particular organ if it spells it out for you that she does in the show, which is, as I have to keep reminding you, the only definate source of facts for the Sonic X series. Anything contradicting the series is false if it's set in the Sonic X universe, such as Cosmo not having a brain when it says that she does.

I don't know about sheer ignorance, but maybe it's a different type of brain that's not an organ, but is still a brain. Maybe it's a cell brain!

SHE DOES NOT HAVE ANY ORGANS PERIOD, I piad attention in science class and know that plants do not have any vital organs at all, wit hthe exception of reproductive organs. Here is some stuff on How a seedrian's body works since they have no true brains or other organs or bones in ther bodies.
Since they are boneless, a cell wall on ther cells supprots thier body like a skeleton does. It is a quality of all plant cells as I learned.
Seedrians carry out bodily functions with thier cell's organells alone, and think by using the nucleus of each cells. The cells somehow work together in a unexplained way without having to form any organs or tissues.
Since they have no true brains, a Seedrian's eyeballs aren't connected in by an optic nerve or anything. The eyeballs sort of just roll around in ther sockets. that would allow them to rotate the eyeball a full 360 degrees inside the sockets, but also means that if one were to be hit in the back of the head hard enough, they would be knocked out and fall on the floor. They could still see through them if popped out, but they couldnt see directly in front of them and in a way would be blinded, so if Cosmo got her eyeballs knocked out of her sockets, she could see from where the eyeballs would be now, but not in front of her face and she would have to look for them and stick them back in her sockets. They also have thier eyelids on the eyeballs instead of on thier face, so if her eyeballs popped out, they could still close or wink at you, or look around.
Since Seedrians have no lungs, they breathe through thier skin. They can breathe any kind of gas except for poisonous kinds like cyanide.
Seedrians can eat and absorb ingested food thorugh thier mitochondria, but don;t have to since they make thier own food by photosynthesis, a process that involves using thier chloroplasts to convert water and sunlight into a plant food called chlorphyll

Are just trying to make yourself credible? I paid attention in science too, and I paid attention to the show, and guess what? Cosmo has a brain. She's not a plain plant. You're just making a fool of yourself trying to prove yourself right when it's cononically correct that she has a brain.
